Devindra is a Partner with PSTG and heads the Caribbean Practice. He enjoys consulting in the public sector and addressing the challenges of small island states and emerging economies. He enables real improvements in organisational effectiveness through his work with senior management in crafting service delivery transformation and in enabling change through ICT. Devindra brings a unique combination of academic rigour, extensive experience as a technology practitioner, an international ICT perspective, and strong executive management expertise to the Caribbean practice. He joined PSTG from the Commonwealth Secretariat, United Kingdom where he assisted developing Commonwealth countries with the use of ICT for transforming government and in bridging the digital divide across the Commonwealth.

Devindra has a BSc. in Electrical Engineering, an M.Sc. in Telecommunications Systems and an M.Phil. in Electrical Engineering Science. He has been Managing Editor of Wiley’s IT for Development Journal, and his publications include: Joint contribution to ‘Maitland +20 – Fixing the Missing Link’, The Amina Centre, 2005 and Co-editor of ‘Growth and Success through e-Governance: Best Practice from Cyprus and Malta’, and ‘Information and Communication Technologies for the Public Service: A Small States Focus’.
